Shell has plans under consideration for significant new manufacturing investments, including a world-scale styrene monomer/propylene oxide (SMPO) project, to strengthen Shell’s regional product and service portfolio. Shell also predicts that by 2015, ethylene output from producers in the Middle East, China, and other Asia Pacific countries is likely to exceed the combined production of Europe and North America. Longer term, it anticipates increased ethylene production based on a new and growing slate of feedstock ranging from biological sources such as ethanol and agricultural biomass to coal. China National Offshore Oil Corporation (CNOOC) is planning to build a 12mn-ton/year refining complex in Cangzhou, Hebei province. CNOOC will channel 17bn yuan to build this refining programme along Bohai Sea in coordination with Hebei Zhongjie Petrochemical Group Company. Construction is expected to start in late 2008.

Hubei Biocause Pharmaceutical is constructing a methanol plant and dimethyl ether (DME) unit, both with a capacity of 20,000 tonnes/year, located at Jingmen city. The first phase of the project was completed in April 2007 with a capacity of 100,000 tonnes/year. Another 200,000 tonnes/year unit came onstream in June 2008. Cairn India has been granted approval by the Indian government for the construction of a pipeline to transport oil from its fields in Rajasthan to market. Indonesia oil company PT Pertamina is building a $6bn oil refinery plant in a joint venture project with the National Iranian Oil Refining and Distribution Co (NIORDC) and Petrofield Refining Company of Malaysia. During the first phase, the refinery is expected to run at 150,000 barrels of crude oil per day, with capacity eventually planned to reach 300,000 barrels per day. Xinhua News Agency

Spolchemie, a Czech epoxy resins producer, is building an $80mn epichlorohydrin (ECH) chemical plant in Malaysia. This would be the first commercial-scale project to produce epichlorohydrin using glycerine from palm oil and would be a pioneer in producing engineering plastics from a renewable resource. Britain’s BG Group has received an exclusive licence to import LNG and sell regasified LNG in Singapore over a 20 year period starting in 2012. The construction of an LNG import terminal facility is expected to start in 2009, which is scheduled to come onstream in 2012.

Thailand |
Thailand’s PTT is in talks to import LNG from BP-led Tangguh project in West Papua in Indonesia, which is slated to enter production in 2009. PTT has already signed a 10-year deal with Qatargas to import 1mn tpa (1.38bcm) of LNG from 2011. It is building a US$700mn LNG receiving terminal at Map Tha Put in Rayong province in eastern Thailand, expected to be operational by 2011.

Vietnam’s first refinery, the US$2.5bn Dung Quat complex, is scheduled to commence operations in 2009. Dung Quat will refine 6.5mn tpa of oil (130,000b/d), producing an estimated 3mn tpa of diesel, 1.8mn tpa of gasoline, 400,000 tpa of jet fuel among other products such as liquefied petroleum gas (LPG) and propylene.
